In January 2015, New York City officials announced they would eliminate solitary confinement at Rikers Island for all inmates under age 22, promising to end the practice by January 2016. Last week, the city missed another deadline and requested a second six-month extension. In this article, the New York Times interviews nine inmates under the age of 22 who still remain in isolation.
