States Move Toward Treating 17-Year-Old Offenders as Juveniles, Not Adults [New York Times]

As of today, nine states treat seventeen-year-olds as adults rather than juveniles. However, as a result of high incarceration rates and growing neurological evidence that young people’s brains are different from adults, several of those nine states are in the process of raising the cutoff to eighteen.
