A new paper from the Center for American Progress suggests that a high-quality universal preschool program could narrow the achievement gap between rich and poor students, as well as the gaps between black children, Hispanic children, and white children. The study analyzed universal preschool programs in Boston and Tulsa – two cities that offer wide-scale, high-quality preschool to all four-year-olds – and estimated what these programs could do nationwide.
