Big News from Hawaii!

The Hawaii Supreme Court issued a unanimous opinion, that "parents have a constitutional right to counsel under article I, section 5 [of the Hawaii Constitution] in parental termination proceedings and that from and after the filing date of this opinion, courts must appoint counsel for indigent parents once DHS files a petition to assert foster custody over a child."
