DCS makes 'massive turnaround,' nears end of 15-year case [The Tennessean]

Tennessee's foster care system has been overseen by the federal court for the last 15 years after a case filed by New York-based advocacy agency Children's Rights. The Department of Children's Services has been able to meet the more than 140 benchmarks that have been set for the state and Children's Rights staff attorney Sara Russo is calling the changes a "massive turnaround".
