Philadelphia has more juvenile offenders locked up for life than any other city in America. However, following the Supreme Court’s rulings in Miller v. Alabama and Montgomery v. Louisiana, Philadelphia District Attorney Seth Williams must determine what to do about 300 now-unconstitutional juvenile life sentences.
